Brief History of Sandtown-Winchester

Sandtown-Winchester, or Sandtown, is a neighborhood in West Baltimore, Maryland. The community was named after the trails of sand that were dropped from horse-drawn wagons exiting the town after filling up at the local sand and gravel quarry. It covers an area of 72 square blocks and is bounded by Lafayette St. to the north, Fremont Ave. to the west, North Ave. to the south, and Monroe St. to the east. Part of a historically black area in West Baltimore, Sandtown neighbors the once affluent Upton, Harlem Park, Midtown Edmondson, Bridgeview - Greenlawn, Coppin Heights, Easterwood, Mondawmin, Penn North and Druid Heights.

The neighborhood of Sandtown-Winchester was sometimes referred to as Baltimore's Harlem in the 1900s. In the 1950s and 60s, famous African American performers like Billie Holiday and Diana Ross held performances there. However, in the latter part of the 1900s, the neighborhood experienced the effects of the Baltimore riot of 1968, housing abandonment, economic depression and crime. By the time of the 2015 protests and rioting over Freddie Gray's death, it has become one of West Baltimore's most blighted communities.

  • 3% of the population was incarcerated
  • 20% of working age people were unemployed
  • 1/3 of its housing abandoned
  • 1/3 of residents were living in poverty

In 2015, columnist Willian Galston of the Wall Street Journal op-ed reported 52% unemployment among the 16 to 64 years old residents in Sandtown. This is twice the unemployment rate of Baltimore.

Pauline Fauntleroy Park

Pauline Fauntleroy Park is a neighborhood park in the heart of Sandtown-Winchester. Situated on N. Stricker St., it is owned and operated by the Baltimore City Department of Recreation and Parks. The park features open space, a baseball field, a football and soccer field, and rollerskating. Visitors to the park can also bring their dogs for some leisure activities if they're on a leash.

William McAbee Park

William McAbee Park is another neighborhood park in Sandtown. Located to the west of Pauline Fauntleroy Park, it is bounded by Delano Ct., N. Mount St., Laurens St., and N. Gilmor St. Open from dawn to dusk, the park provides recreation opportunities such as open space, outdoor basketball court, rollerskating, synthetic rubberized material playground, seating, and outdoor pool.
