Learn About Parole: A Brief History

Parole, Maryland is located just outside the state capital of Annapolis. The town itself didn't come to be until after the Civil War had ended. In fact, the name Parole comes from a unique aspect of the Civil War. Surrounding Annapolis a hospital was formed and the area also served as an East Coast camp for Union prisoners. At one point, as many as 10,000 parolees were held at a given time.

These 'parole camps'  were established to hold the soldiers until a trade could be made and were not seen as a prison of war camp. Instead, the Union Army soldiers could roam around nearby Annapolis as they had been freed on the Parole of Honor and could not fight until their exhange. If a soldier was too badly injured or suffered too much mistreatment before arriving at the camp and died while there, they would be buried in the Annapolis National Cemetary.

After the war, the camp and hospital disbanded, and almost 100 years later, the start of modern-day Parole was formed by the opening of the Parole Plaza in 1961. This plaza spurred the suburban sprawl in the area and became a go-to destination for shopping. In the 1980s, a mall opened close to the plaza, spurring the tenants to move to in-door shopping units and the plaza to decline. Today, the Maryland Department of Agriculture has its headquarters located in the town and is joined by the Anne Arundel Medical Center and the headquarters of the Anne Arundel County Public Library.
