New Carrollton is a city in the central area of Prince George's County, Maryland. It was built on the former estate of Edward L. Mahoney, a horse racing figure. After Mahoney died in 1957, the land was purchased by developer Albert W. Turner. Turner planned to create a suburb out of the City of Carrollton charter he received on April 11, 1953, from the Maryland General Assembly. Carrollton was named after Charles Carroll of Carrollton, an early Maryland settler and signer of the Declaration of Independence. However, on May 2, 1966, the community was renamed New Carrollton because there were already two communities in Maryland with the name Carrollton.

Vera Cope Weinbach Park Building is one of the many neighborhood parks in New Carrollton. Located at the center of the community, it is owned and operated by the Maryland-National Capital Park and Planning Commission. The park provides recreation amenities like an open space, paved trail, tennis court, playground and an outdoor practice wall. General park amenities include restrooms and picnic tables for social gatherings and relaxing.
