History of Charles Village

Charles Village is a neighborhood in Baltimore, MD. Located in the north-central area of Baltimore, Charles Village sits adjacent to the Johns Hopkins University Homewood campus and Remington neighborhood to the west, Abell and Harwood neighborhoods to the east, Old Goucher and Barclay neighborhoods to the south, and Oakenshawe neighborhood to the north. The establishment of the neighborhood began in 1869 with the purchase of 50 acres of land. Various builders were commissioned to construct home exteriors on the land.

By the early 1900s, the area had been developed into a streetcar suburb known as Peabody Heights. It wouldn't be until the 1970s when the name get changed to Charles Village. Charles Village is thought to be the first community to use tract housing tactics. In 1983, the Charles Village-Abell Historic District was listed to the U.S. National Register of Historic Places.

The Charles Villiage Community Benefits District Management Authority

The Charles Villiage Community Benefits District Management Authority (CVCBDMA) was established in 1994 through the efforts of the Charles Village Civic Association (CVC), the South Charles Village Business Association, and the Greater Homewood Community Corporation (GHCC). Bounded by 33rd St. to the north, 25th St. and 20th St. to the south, Greenmount Ave. to the east, and Johns Hopkins and Howard St. to the west, this hundred-block area is one of four special taxing districts in Baltimore, MD.

Property owners within the district only have to pay 12 cents for every $100 of assessed value above the city taxes. This is to support the District's supplemental sanitation and safety services. Some of the other services the CVCBDMA provides are:

  • Low-interest loans
  • Painted Ladies Contests
  • Facade improvement matching grants
  • Neighborhood festivals
  • Security cameras
  • Safety workshops for residents
  • Victim's advocacy
  • Neighborhood walkers on patrol program.

Painted Ladies

An iconic part of Baltimore, the "Painted Ladies" are the homes located in Charles Village. The name was coined for the lasting results of the painting contests done in the 1990s. In order to enliven the neighborhood, in 1998, the residents of Charles Village were challenged to paint the facades and front porches of their Victorian townhouses with the most vividly uncommon colors.

Residents were offered reward prizes for the best front porch, best flush front facade, best front door, best city blocks, best railings and best homes. The contest ended in 2003 but left a lasting impression on the homeowners who are in search of funding to restart it. The "Painted Ladies" have since appeared on magazine covers and travel guides.
