Baltimore County is not Baltimore City
This trips up a lot of people, including some insurance adjusters. Baltimore City is an independent city with its own government, its own police department and its own courts. Baltimore County surrounds the city on three sides, but it is a separate county with a separate government. Towson is the county seat.
Towson is also not an incorporated city. It has no city council or city police force. Baltimore County has no incorporated towns at all, so county agencies handle everything in Towson, from policing to animal control to road maintenance.
For an injury claim, the difference is practical. It decides which police department wrote the crash report, which government body gets notice if a county vehicle or road defect was involved, and which courthouse hears the case.
Where a Towson injury claim is filed
Larger injury lawsuits from Towson are usually filed in the Circuit Court for Baltimore County, which sits in Towson. Smaller claims can be heard in the District Court of Maryland for Baltimore County, which has a courthouse in Towson and other locations around the county.
Where a case can be filed depends on where the injury happened and where the person or company being sued lives or does business. A crash on York Road involving a driver from Baltimore City could, in some situations, be filed in either jurisdiction. We work out the right court before anything is filed.

Towson roads and the crashes they produce
Towson sits just inside the Baltimore Beltway (I-695), and several of the county’s busiest roads meet there. The collisions we hear about most from the area involve:
- Beltway interchanges at York Road, Dulaney Valley Road and Providence Road, where merging traffic and rear-end crashes are common.
- York Road (MD 45), which carries commuter traffic, MTA buses and shoppers through downtown Towson.
- Joppa Road and Towsontown Boulevard, busy east-west routes with heavy turning traffic around the shopping and hospital campuses.

Towson has two large hospitals: Greater Baltimore Medical Center (GBMC) and University of Maryland St. Joseph Medical Center. The most seriously injured people are often taken to the R Adams Cowley Shock Trauma Center in Baltimore City.
Those records become the backbone of an injury claim. They show what was hurt, when treatment started and what care is still needed. When a claim is about the care itself, such as a missed diagnosis or a surgical error, it follows Maryland’s separate medical malpractice process.
Injuries involving Towson University and Goucher College
Towson University and Goucher College bring thousands of students into the area, many of them living away from home for the first time. The claims we see from campus communities include pedestrian and bicycle collisions, falls in rental housing and poorly lit parking areas, and assaults tied to inadequate security.
