Glen Burnie is in Anne Arundel County. It is not part of Baltimore City or Baltimore County, even though it borders both and many addresses nearby sound like Baltimore. It has no city government of its own, so Anne Arundel County provides the police, roads, animal control and courts. Brooklyn Park, Ferndale and Linthicum, to the north and northwest, are in Anne Arundel County as well. The Baltimore City line is just beyond them.
This matters because each jurisdiction has its own police, its own court system and its own rules for claims against local government. A crash just north of the city line may be investigated by a different police department, and filed in a different court, than one a mile south.

BWI Marshall Airport and the Light Rail
BWI Marshall Airport sits just west of Glen Burnie, and the MTA Light Rail runs through the area to its southern end at Cromwell Station in Glen Burnie. Both are owned by the State of Maryland, through its Department of Transportation.
